JAMES B. CLARK is a partner in the law firm of Peterpaul and Clark practicing law in Springfield, New Jersey.  He specializes in employment law representing management interests in all phases of employment including collective bargaining negotiations, National Labor Relations Board matters, the arbitration of labor disputes, the defense of civil rights matters, employment contract issues, Wage & Hour matters and the application of employment policies and procedures.

            Mr. Clark holds a degree of Bachelor of Science in Mechanical Engineering from the University of Notre Dame (1956) and is a graduate of St. John's University School of Law (1959) where he received his Juris Doctor degree.  He is a member of the Bars of the State of New Jersey, the State of New York, United States District Court for the District of New Jersey, the United States Court of Appeals for the Third Circuit and the United States Supreme Court.  He is a member of the New Jersey State Bar Association (Labor Law Section past Co‑Chairman of Committee on Practice and Procedure under NLRA) and the American Bar Association (Labor Law Section).  He served as the Chairman of the New Jersey State Chamber's Committee on Personnel and Labor Relations for several years.

            Mr. Clark has been a lecturer on labor relations matters for the American Management Association, the Industrial Management Association, the New Jersey State Chamber of Commerce, the New Jersey Manufacturer's Association, the New Jersey Bankers Association, the New Jersey Publisher's Association and other statewide associations.  In addition to his New Jersey activities, he has lectured in various locations throughout the United States on labor relations matters.  For eighteen years he taught labor relations at Fairleigh Dickinson University, in both the Graduate and Undergraduate programs.  He is the author of various labor relations guides including Grievance Prevention & Resolution, Collective Bargaining and Strikes, and Banks and Unions.

            Mr. Clark was President of the Summit City Common Council and a Councilman for six years and a member of the Finance Committee.  He was the President of the Summit City Board of Education and a member of the Board for six years. He was a member of the Summit Zoning Board of Adjustment for four years, Co-Chairman of the Summit Charter Consideration Study Group, Chairman of the Summit Rent Advisory Board and first Chairman of the Summit Rent Commission.
